Whenever an opponent draws a card, that player may pay {2}. If the player doesn't, you create a Treasure token. (It's an artifact with "{T}, Sacrifice this token: Add one mana of any color.")

You must announce the trigger every time an opponent draws a card. The opponent then chooses whether to pay {2}. Missing the trigger in competitive play means you don't get the Treasure. Always announce it clearly.
